ysseraxxad began in Putrajaya with a small number of firms in financial services who were, in their words, tired of being handed large compliance reports they did not know what to do with. What they wanted was something more considered: a clear account of where they stood, what obligations were actually pressing, and what the regulatory direction of travel looked like over the next year or two.
From that starting point, the practice has extended its work to firms in healthcare, education, and telecommunications — all sectors where the Malaysian regulatory framework is active, and where the consequences of misreading an obligation or missing a consultation window are meaningful. In each case, the approach has remained the same: take the time to understand what a particular firm is actually doing, map that against what the relevant obligations require, and write it down in a form that is genuinely useful.
Our engagements are scoped deliberately. We do not offer retainer relationships, ongoing monitoring services, or litigation support. What we offer is a well-defined piece of analytical work with clear deliverables — and then, when the engagement is complete, we step aside. Firms that want to return for a further engagement are welcome to do so.
We are based in Putrajaya, which is, in practical terms, a sensible place from which to observe the machinery of Malaysian regulatory life. We work in English and Bahasa Malaysia, and we hold ourselves to a standard of written clarity that we would be comfortable defending in any boardroom or before any regulator.

How We Work
The following standards govern every engagement we undertake, regardless of scope or duration.
Written Engagement Letters
Every engagement begins with a written letter setting out the scope, deliverables, timeline, and fee. There are no verbal agreements and no scope creep without a documented amendment.
Confidentiality as Standard
A mutual confidentiality agreement is executed before any materials are shared. Client information is never used outside the engagement for which it was provided.
Primary Source Research
All regulatory observations are grounded in primary source materials — gazetted legislation, regulatory guidelines, published consultation papers, and enforcement notices — not secondary summaries.
Internal Review Before Delivery
Every written deliverable is reviewed by a second member of the practice before it is shared with the client. We do not deliver first drafts as final work.
Measured Language
We do not make claims in our written work that go beyond what the sources support. Where an area is genuinely uncertain, we say so. Overstatement is a form of misdirection we take care to avoid.
Personal Data Handling
We process personal data in accordance with Malaysia's Personal Data Protection Act 2010. Client data is stored securely and retained only for the period necessary for the engagement record.
Regulatory Consulting in the Malaysian Context
Malaysia's regulatory environment across financial services, healthcare, education, and telecommunications has grown considerably more detailed over the past decade. Bank Negara Malaysia, the Securities Commission, the Ministry of Health, and the Malaysian Communications and Multimedia Commission each maintain active supervisory programmes, and the pace at which new guidelines and consultation papers are issued means that even attentive compliance teams can find themselves uncertain about what a particular instrument requires of them.
ysseraxxad's work addresses this uncertainty directly. Rather than offering a broad compliance audit or a generic risk register, each engagement focuses on a specific question: where does this firm stand in relation to its material obligations, and what is the direction of regulatory travel in its sector? The answer to that question, set out in writing, is the foundation for any further work a firm may choose to undertake — whether with us or with others.
For firms that face a public consultation from a Malaysian regulator or ministry, the Policy Consultation Response engagement provides a more focused form of support. A well-constructed submission requires both familiarity with the relevant regulatory framework and the ability to articulate a firm's position with reasoned argument. ysseraxxad brings both, working alongside legal and policy teams to produce a submission that is useful to the consultation process and defensible as a statement of the firm's considered view.
The Regulatory Note fills a different need: a compliance lead or general counsel who faces a single, well-defined regulatory question — and who does not have the time or budget for a longer engagement — can commission a short written response within a two-week window. This format has proved useful at moments when a decision needs to be made before a full review is practicable.
